Definition: The Federal Maritime Commission (FMC) requires all non-vessel operating common carriers (NVOCCs) operating in U.S. trades to “publish and keep open for public inspection in automated tariff systems, their tariffs showing all rates, charges, classifications, rules and practices between all points or ports on their service routes.” FMC rule proposals are designed to increase the transparency of such transactions.
